JOB DESCRIPTION:

Purpose of Position

This position is responsible for administering contract development and processing activities for 600 contractual documents for the Department, including but not limited to, professional services contracts, contract modifications, joint powers agreements, leases and memorandums of understanding. This position will be instrumental in proposal preparations beginning with the initial scope of work, networking with Department staff to clarify, consult, negotiate and/or obtain information to develop an enforceable and accountable contractual document that meets the Governor's guidelines and is compliant with the state procurement code and other applicable state and federal regulations. In addition, this position will process encumbrance transactions and documents for contracts while adhering to contract, budget and grant guidelines and federal reporting categories.

This position is a Pay Band 65.

CLASSIFICATION DESCRIPTION:


MINIMUM QUALIFICATIONS:
Bachelor’s Degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements:
Must possess and maintain a current and valid New Mexico Driver's License and must have own mode of transportation. Personal vehicle and operation of it must be in compliance with all applicable State of New Mexico statutes and regulations.

Statutory Requirements:
Subject to the Procurement Code, Sections 13-1-28 through 13-1-199, NMSA 1978 and NMAC 1.4.13, as applicable.

SUPPLEMENTAL INFORMATION:
Working Conditions:
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some overtime and travel may be required.
